Waste Acceptance Criteria to support all of the above for both radiological and chemical wastes are not approved. This is probably the most challenging problem to resolve. It should be resolved first, however, because the aforementioned requirements cannot be attained without values for each contaminant.
The USDOE regards the fishing advisory on Bear Creek as a control to public access. It is not a control, but only an advisory to not eat fish. Indeed, Bear Creek will never be without an advisory to fish consumption if DOE goes forward as they currently plan.
